Even I'm an owner and Administrator on the forum, it doesn't show this link.
But when I added myself to super-moderator, the link appeared

I am close to 20 years with phpBB and still sometimes having problems with the permissions

+1 on that! Over 20 years for me.
phpBB2 had a really good and simple (easy to use) permission-system. Since first phpBB3 I am completely lost.
