That query definitly shouldn't return all users within your database, it should only return the users that a_ permissions, which are admin permisions.
I suggest you start by checking if you made a mistake in assigning permissions, and that all your users have some a_ permissions, causing it to load everything.
You can do this by using the View administrative permissions within your ACP, this can be found under the permissions tab. Take a normal (So non admin non moderator user), and use the trace permissions by user function. You shouldn't see any admin permissions as Yes.
