You are correct on that point. The phpBB 3.3.11 Release announcement does state

In order to optimize our support for PHP 8.2,

Taken together with the fact that PHP: Supported Versions says only PHP 8.1, 8.2 and 8.3 are supported that's my rationale for suggesting you update your PHP version.

FWIW, all my boards are running phpBB 3.3.11 using PHP 8.2 without issues.
